Hedera, Accenture, and EQTY Lab enable verifiable AI oversight for the public sector
Hedera Foundation, in partnership with Accenture and EQTY Lab, is delivering a strategic integration designed to provide governments with tamper-proof, transparent oversight of AI and generative AI systems. Leveraging EQTY Lab’s Verifiable Compute and Hedera, this solution brings accountability and auditability to public sector AI deployments.
As governments accelerate the use of AI and agentic systems to improve public services, they face mounting pressure to maintain transparency, enforce compliance, and mitigate risks tied to automated decision-making. Existing oversight mechanisms lack the technological rigor to ensure data integrity and trustworthy governance at scale.
Solution
In response, Hedera Foundation, Accenture, and EQTY Lab have launched Verifiable Governance and Sovereignty for AI Agents that log AI actions and decisions immutably on Hedera using Hedera Consensus Service. EQTY Lab’s Verifiable Compute ensures runtime cryptographic proof of AI behavior, while Accenture is developing implementation playbooks and pricing models to integrate these modules across public sector ERP systems. This solution provides a reliable, scalable framework that empowers public institutions to govern AI systems with confidence—ensuring transparency and accountability through tamper-proof, cryptographic records.
The key obstacle to scaled adoption of AI agentic systems has been the difficulty to evidence compliance with policies needed for the data, models and compute. This solution creates a new methodology for run time observability that is critical to building trustworthy and safe AI agentic solutions.

Blockchain-anchored AI accountability
The Verifiable Governance and Sovereignty solution integrates Hedera with EQTY Lab’s AI Guardian technology and Accenture’s multi-agent gateway to create transparent AI workflows. Running on NVIDIA DGX Cloud, the system delivers immutable verifiability of nation-state and regional sovereignty controls for AI agentic provenance across government, public safety, and critical infrastructure. Hedera Consensus Service provides decentralized, auditable logs of immutable and timestamped events, with messages receiving trusted timestamps and fair ordering. This creates tamper-proof attestations that enable continuous monitoring and verification of autonomous AI systems at runtime.
This collaboration demonstrates an important advancement in accountability and privacy-enhancing automation with AI. By fusingVerifiable Compute and multi-agent orchestration with a root-of-trust in NVIDIA’s trusted execution environments, we are enabling governments to deploy agentic systems with new levels of integrity and security.” – Jonathan Dotan, Founder, CEO | EQTY Lab
Verifiable trust infrastructure
Verifiable Compute anchors agentic orchestration tooling onto Hedera Consensus Service, delivering hardened proofs for all agent and human-supervised actions, decisions, and data interactions. The framework leverages advanced cryptography rooted in trusted execution environments from NVIDIA and Intel hardware to create cryptographic certificates and proof-of-computations that govern and audit AI workflows. This hardware-based approach ensures AI systems operate with unprecedented integrity and security in the public sector.
Public sector training and deployment
Showcased at NVIDIA GTC DC in Washington, the demonstration featured a breakthrough reference architecture and novel tabletop exercise designed to train government personnel in AI-assisted emergency management and cyber incident response. The first-of-its-kind training methodology helps personnel develop practical expertise to supervise, audit, and govern large-scale agentic systems in accordance with state and federal regulations. The initiative addresses the complete AI adoption lifecycle with accountability standards needed for public sector deployment.
The solution delivers organizational AI sovereignty without sacrificing performance through Verifiable Compute optimized for NVIDIA GPU architecture. Hedera stores verifiable attestations of compliance, provenance, and lineage for each agent, delivering the scalability, performance, and reliability required for mission-critical applications. This marks a significant milestone in establishing verifiable standards for autonomous AI governance.
Why Hedera
